Run the game as Administrator. It loads into Single Player mode.
without an administrator, the game won't start at all, I don't understand what you're talking about
I had the same error as you.
The game kept trying to load into network mode as a default and when I got the option to switch to single player mode to avoid accessing the servers, it would just restart and loop.
I realized it was Windows blocking game permissions.
Right click on game icon and press "run as administrator ' when you launch the game.
Hopefully this will fix your issue.
Unfortunately, I've already tried this, and it doesn't work. I've even tried it on a Windows 10 laptop, and it still doesn't want to work.
