Connection error and graphics error

Every time i launch the game and press play after connecting my controller, i wait for about 10 minutes before it says connection errors. I've tried reinstalling the game and accessing the config files to no solution. Im pretty sure this is happening because I accidentally set the graphics to the max and my computer cannot run it. Ever since i did that, I haven't been able to play the game.
