No region XP on desktop computer; laptop ok

For about the past month, when I'm in San Van on my desktop computer I've had 0 / 0 xp in all neighborhoods, despite being around level 8 or 9 in each. This only happens on my desktop computer, not my laptop or xbox. If I complete a task, the numbers don't change. All lootboxes are locked (despite having already all been fully purchased or being at a high level). All areas are the same: 0 / 0 xp and boxes locked, despite having a lot of progress in the game already. 

If I am in Grom, lootboxes are unlocked and XP is restored, but when I go back to San Van, it's back to 0 / 0. Also, if I'm on my laptop or xbox, with the same account, everything functions normally. 

No xp in Hedgemont, despite having 7/7 missions complete, 13/13 fast travel points, and many tasks complete.

The desktop and laptop are both Windows 11. Xbox is Xbox One. 

Not sure how to reproduce this, it's just been happening on the desktop computer only, but like I said the bug seems to go away when I go to Grom.
