It was briefly mentioned somewhere how each catalogue will carry over to the next season so long as you have the skate. pass. This and the fact that most tix won't be carried over (especially for non season pass players) shows how much of a paywall these seasons are. The only reason I made enough svb for the next season was because of the "reward" given to players recently.
You can't get every cosmetic before the end of the season, and unfortunately its designed that way. The catalogue wouldn't carry over otherwise.
