Error 2396 / Can't use skill points

Summarize your bug For a couple weeks I have an issue with the game. I keep getting the error 2.396 'oops, something went wrong. Please try again'. It also says 'some online features are currently not available' in the lower left corner of the menu. My milestones are still tracking (mostly) accurate, but on the milestone overview page it keeps saying that I completed 0/xx for every section. I can also level up my heroes in normal play, but I do not get any skill points. Furthermore, new star cards don't unlock when I reach the required level (e.g. I have a lvl 21 Rey with only the lvl 0-10 cards unlocked, and skill points assigned until lvl 14, yet it says I don't have any skill points to distribute). Sometimes it shows how many unused skill points I have, mostly it says 0. Yet even when I have them show, I cannot use them.
