No other hero can attack and use skill at the same time? All shooters can do this. Yet palpatine is the only hero who can use lightning, should he have it removed because no other hero can do that? Also Boba should lose his jetpack because he's the only hero able to fly?
"The only hero who can do this" is a terrible argument with actually 0 value. Balance doesn't mean giving the same tools to everyone, but to make given tools check each other between participants, so no tool is Overpowered compared to all or most others.
And I must disagree, he isn't that powerful without that. Dark Aura and Electrocute have lenghty animations which force palpatine to be very cautios when using those near opponents (which should be when he uses these abilities), and Chain lightning actually stops Palpatine from using his normal attack for way longer then the actual chain lightning cast time.
He should still be able to attack while casting his abilities. What I think could be removed is his auto-attack when he uses chain lightning paired with his normal attack. This auto-attack happens even if palpatine suffers forced movement or dies (I have a clip of dead palpatine shooting lightning on me), that's indeed broken and unfair.

What ? I haven't seen Han shooting while he throws a detonite charge or shoulder charge, or anyone shooting while their animations are in progress.
Your lightning and Boba argument is "actually a terrible argument", because those things define the character, they're not core game mechanics like animation delays that should equally affect every hero.

Well then they should adjust these, instead of allowing him to bypass the animation entirely.

Then Han should keep firing when he's throwing a detonite charge because he actually has one free hand - unlike Palpatine who is using two hands to cast Dark Aura and Electrocute, yet he can keep attacking with both of his hands and doing full damage ? He would need 4 hands to do that. LOL.
And it's pretty obvious it's a glitch and not intentional, because if you use your abilities first, then you can't fire with the basic attack.
