@EA_Atic I'm actually using Display to HDMI cable. I'll see if I can grab a new cable after work, and I'll post an update

@EA_Atic I do not have an extra cable, and Walmart doesn't carry them. Any suggestions? This is the only program that does this

Is it a new or old HDMi cable? At that resolution I would suggest Display port cables. 

You could you try rollback to earlier drivers and see if that helps. @PicklesAreFruit

It's on display port, the problem persists.

@EA_Atic I tried older drivers and different cables, I really don't know what to do about this.

Update, uninstalled and now reinstalling the program. Decided to try arcade, and it launched on my second monitor working okay. But, while it worked on that monitor, it did still cause my other monitor it wasn't on to go back to static. The rabbit hole deepens
