It very well could be a bug that needs to be investigated, but we're not seeing a huge trend of reports within the community. Usually when there are A LOT of players reporting this, it's pretty easy to assume it's a bug that needs to be addressed. For visual bugs like this, it's important to check and make sure your drivers for the GPU are updated because they help display graphics in game. When a GPU driver is outdated that can cause some visual issues in game. Overlays can often do that as well too, so disabling all of those is always a great way to test if it's program related.

What we know right now is that with limited reports and so far those reporting it are below system specifications. We cannot guarantee the game will function without technical issues if the minimum requirements are not met. It's always advised to aim for the recommended specifications because as game updates continue to roll out, barely meeting the minimum specifications will need to be lifted. A great example is The Sims franchise where you may only need X amount of RAM to launch the game, but as more expansions are released and added to your game you'll need to have more available RAM to launch it.
