Do you still get stuck after restarting your PC? Check to see if you have the latest Windows updates and driver for your video card downloaded. Those tend to be the most common factors when getting stuck on a loading screen.

It looks like you could upgrade to Windows 10 build 1809. Search "Windows Updates" in the desktop search bar to check for pending updates.
Your CPU meets the minimum requirements so I recommend closing all other programs down before launching the game. Consider right-clicking on the Origin desktop shortcut and run as administrator.
Have you tried a clean boot? If there's a program running in the background that's conflicting with Origin, this can pinpoint that. Your PC will launch up with only the necessary programs. Once that's done, immediately launch Origin.How to Clean Boot
