TTK feels inconsistent and awkward

Like I don't know if it is the game just not giving me hitmarkers when I am actually hitting or the game just giving me hitmarkers when I'm NOT hitting, but good lord.

It feels like I have to unload until my weapon needs to cooldown for me to kill someone but then enemies are 2 tapping me or I'm just getting borderline insta killed. I can understand it happening sometimes from headshots but I highly doubt everyone is Jesus on the sticks where they consistently do nothing but headshots so... what is going on?
