There are many who have expressed similar points. Many topics at the official forum at www.starwars.ea.com regarding Imperial Customization have been created. Latest one is more about a possible oversight by the devs to not create female versions of Scout Troopers and Shadow Troopers. Some don't mind having helmetless Imperials but most find it un-Star Wars like to have in the game. It should be authentic to the Star Wars lore.

It's quite possible that what you and others have suggested about adding officers as well as Chewbacca will occur in a future DLC.
