A theory on the bounty hunter issue and, maybe, a possible, untested solution

@BrianRPG I have the same issue...the "Talk to Caij" rumour is listed but just stays at that no matter how many times I go back to speak to her. No clue why it will not start and it seems there is no appetite to fix it. Have just accepted that this part of the game is not allowed for some people and will forever be inaccessible. Unfortunately, games being broken is the norm for developers now.
