Cannot force slam or lift

I am stuck in the room with two turrets after learning the lift / slam skill. I have to slam the turrets down but pressing RB + A doesn't work (Xbox)

I have tried rebinding the controls, turning off and on the game, the console, clearing local data for the game from the console, loading a different save then reloading the original. 

None of these have worked and I cannot progress until I am able to force slam the turrets and lift the door at the end of the room.

I have no way to reach a meditation point and load back in exactly where I am.
