Game has stuck in slowmo/lag and or pauses every couple seconds

Summarize your bug No matter what graphic setting i put the game too I am stuck with a mixture of jittering/everything feeling like slow motion kind of like a really bad lag or the game freezes every couple of seconds especially when in combat.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Looks at my game files I don't know?
What happens when the bug occurs? No matter what graphic setting i put the game too I am stuck with a mixture of jittering/everything feeling like slow motion kind of like a really bad lag or the game freezes every couple of seconds especially when in combat.
What do you expect to see? Not severe lag and jitters/screen tearing every time I am in combat or just exploring i expect smooth gameplay.

I have an intel i5-12450H and an RTX 3050 graphics card with 24 gigs of ddr5 i should not be having issues running this game and no matter what graphics setting (low-high-epic-custom) I have it does the same thing jittering, tearing, slow, lag.
