Cannot complete the bounty as that door needs to be opened from other side and the first path is now inaccessible for some reason so there is no way there. After story completion.

    I had this issue, but following the new patch today I was able to get past the block.

        Yeah could get past the blocked pipes. Though then got a new issue with no more bounties spawning.
