Progressing further in the game, the couplers in the Devastated Settlement that you interact with and rotate also ignore the inverted camera setting. For further illustration (of in-game camera, map, and photomode, at least) here's a video: https://youtu.be/_aw9X5UfBP8
The first section is how the game behaves (incorrectly in everything but the "main" camera) with both the x and y axis inverted. The second section is the control settings on default - not inverted - with a controller that has an inverted right stick. This is what I expect to see in the game when I choose an inverted camera.
