I’ve had the same issue. I tried posting on this forum several times across the past year and have not received any help from EA. I initially encountered the error in January this year. It has completely ruined the game experience for me. I did try starting the game again on a different save file and the mind control skill unlocked as it should but I wasn’t prepared to play the game again. I still can’t unlock the skill on my original save file and am stuck at the same location as you are describing.
