Unfortunately, this did not seem to work for me. ☹️ (I'm on PC tho, maybe that changes something)
I‘m also on PC, and none of the ways helped so I tried something different. I walked to an other mediation point (Generator Underbelly) rested at that one and fast traveled back to the Lucrehulk Core. I defeated every enemy on my way to the droid and then it spwaned.

This is what worked for me. I fast traveled to Gen. Underbelly, rested, then fast traveled back to Lucrehulk Core. After taking down all the enemies on my way to the droid, it spawned. Thanks!
- @SayberrPlays I‘m glad it worked
- Returned to the area normally to clear collectibles. Did not see the droid spawned, but also did not yet know it was a scavenger droid (assumed it was after there was no treasure in the marked location), so it's possible it just ran off without me noticing.
- Rested at the Lucrehulk Core meditation point.
- Returned to the droid's spawn location and it was definitely not present this time.
- Rested at the Forward Control Tower meditation point.
- Fast traveled to the Lucrehulk Core meditation point.
- This time, the scavenger droid was spawned where it should be.
TLDR: A workaround for this bug until it's patched is to rest at a different meditation point, then fast travel to the Lucrehulk Core.
