Did this ever get resolved for you? I'm also missing the lift, fast traveling to another mediation point or traveling to another planet does nothing. I had the bug where Caij wouldn't talk to me but after the last patch I was able to finish all the bounties and it's still not there. It's visible on the map but not in the game.
(I'm also on PS5 if that's a factor.)
Seems to have been fixed for me. Remember, you can always hang a left from the lift, go through the room where the first ceiling turrets were and out the door to the left, jump atop that slice box and navigate down the top of the adjacent half wall to find a grapple point to circumvent the issue. (Right by where you fight that heavy enemy with the hammer by that drop off)
I had the meditation point at the top of the ship so I was able to take the big elevator down to get the collectibles I was missing there, but good to know there's a route (even if not intended) from below, too! Interesting that it did get fixed for you - I guess I'll keep checking to see if it ever shows up.
