PC: Stuttering even after patch 7

Summarize your bug I still see severe stuttering and extremely volatile frame time fluctuations even after patch 7, especially with ray tracing enabled. Disabling ray tracing helps but does not completely remove the stuttering. Average framerate itself more than adequate especially with frame generation turned on; it is the inconsistency that is the problem.
How often does the bug occur? Often (50% - 99%)
Steps: How can we find the bug ourselves? Some areas of the game work great with very minimal stuttering, but especially Corusant and the open-world area of Koboh suffer from this issue. I encounter stuttering / random frame drops no matter which settings I use, but it is definitely worse with ray tracing enabled. So the issue should be pretty easy to find.
What happens when the bug occurs? Very noticeable stuttering, sometimes frame drops. The frame time graph shows large fluctuations.
What do you expect to see? Don't really understand the questions :D I expect to see a fix being made for this issue in the next update, as I understand that it has been there for a long time. After the fix, I expect to see stable frame time graph and smooth visuals even when using ray tracing.
Apologies for posting this issue here again; I am sure it has been posted a million times already. I just thought it would be good to flag that this issue is still there after patch 7 (for me atleast) and see whether other players are still encountering the same problem as well.
I am using RTX 4080 and i7 13700K, should you find it relevant.
