PC: Stuttering even after patch 7

You're saying that even when ray tracing is off and you have in-game graphics set to low, you have stuttering? If so, something is definitely up. I have high in-game graphics settings and don't get much stuttering with a 4070 Ti (and ray tracing turned off).
I suggest you attach a DXDIAG report, as someone may spot something.

To answer your question: Yes, even without ray tracing I get some (sometimes severe) stuttering, but it is definitely worse with ray tracing on. Didn't go all the way down to low settings, but I think that the lowest I tried was high, ray tracing off, DLSS set to Performance and frame generation enabled, which lead to my GPU clearly being underutilized. I actually just uninstalled the game while waiting for the next patch, so cannot at the moment test how it would react to lowest possible settings; however, I think there is an issue if RTX 4080 and i7 13700K get stuttering even with the above-mentioned settings.
I just found Daniel Owen's video analysis on the new patch, and his observations actually correspond really well with what I was experiencing even with superior hardware. I understand that Digital Foundy is also preparing their own PC performance analysis so hopefully it will give us further information on the state of the PC version.

For the record, I have also encountered the other problems mentioned in the analysis aside from stuttering issues, namely freezing when entering cutscenes, weird white flashes at the edges of the screen when turning the camera and broken UI elements when using frame generation. I really hope that these issues get resolved in future patches, as I understand that there is a really great game underneath all these technical issues and, quite frankly, I think that both the game and the gamers deserve better than this.
