******WORKAROUND UPDATE******

So I read elsewhere that some people believed that this glitch was due to the bounty for Kili Oso spawning too early or claiming Caij's bounty puck on Holotactics. So I started a fresh game (NOT NewGame+) and ran though the story, I completed the bounties as they were given by following the order according to the IGN page "All Bounty Hunter Locations and How to Defeat Them" (I'm unsure rules on links) BUT when Caji offered the bounty for Kili Oso I ignored it and kept on progressing with the story and Caji kept on giving the other bounties. When I only had Kili Oso and a blank spot left (all other bounties were complete) I de-synced my cloud storage and completed the bounty for Kili Oso, after which Caji offered up the final bounty for Jo the Cannibal, after which I was able to complete the whole rumor and get the tactical trophy the bounty hunter trophy and the platinum, after completing that mission I returned to Holotactics and got Caji's puck from that and was still able to purchase from the bounty hunter store. All in all it took maybe 6-8hrs to do that.

I've also read that completing the game on NewGame+ will unlock them as well, but honestly I'm not interested in playing the game a third time. But from my test above I would believe that the glitch does reside with completing the bounty for Kili Oso too soon or obtaining Caji's puck in Holotactics.

Also I'm on PS5 with the latest patch for both the system and the game using the physical disc if that matters.

I started a NG+ and went to the first Caij encounter. When I spoke to her in the saloon it gave me the bounties menu but it says I have 17/16 😂 The rumor menu was undiscovered and she again won’t give me the bounties but all of them are unlocked and it even says that I have already killed them all (which I have not). When I played more through the story I randomly found one puck on the ground (on Shattered moon). Buggy mess of a game. I understand that these things happen but you can’t lock out people of getting the platinum for a whole month now with no response this is a big L. I will resell the game with much pleasure when I am done with it. I liked the gameplay but these things annoy the hell out of me. EA thinks only how to get the most money out of people with packs from Fifa and doesn’t care at all because most people are addicted.

certainly in my case I think the later is a distinct possibility. I only ever got the first story related bounty hunter. Went to see her in the saloon, bought the pistol buff from her shop and that was it.

Then I completed the entirety of holotactics including her

And have never been offered any bounties since and dont have the bounty menu.

The silence from EA and the Devs is unbelievable. not even a "we are working on it".. Two weeks since a patch, multiple bugs in the game, many causing soft locks, and they seem to have just given up on it

Seems like someone in their community managers would recognize that as long as people are informed on progress being made that people are more likely to be less irritated, like how people will accept waiting longer in line if the person working acknowledges them, apologizes for the wait and tells them that they'll be with them in a minute. In regards to this, I'm guessing that the quest system goes off of "if, then" statements and something is causing an issue there, if that's the case, a hotfix of adding an overriding "if main storyline is complete, then unlock all bounties" until they figure out what is actually causing the issue so at least people who beat the story can at that point finish the bounties would lessen the annoyance people are having with this.
