i have a similar issue.

I've landed inside the Temple after beating Dagan Gera and obtaining the compass.

 I've decided to Explore Jedha before giving the broken compass to Cordova and now i can't fast travel anymore, is just unavailable for some reason. and all the doors that leads to the Archive inside the temple are locked. I cant reach the Mantis, i can't fast travel and i can't continue the story.....
