Update:
After tinkering around with Resource Monitor, I was able to brute force my way through the download. Let me explain.
Within Windows Resource Monitor, you're able to see network activity by process.
I exited the EA App from my system tray, and then manually killed the EABackgroundService.exe process within Resource Monitor.
I then waited about 15 seconds, and ran the EA App as an administrator. During the initial App loading process, I was sending/receiving over 8,000,000 b/s. Once the app fully loaded and I clicked "resume download" on the patch, 'receive' drops to below 1000. I've noticed periodically the process gets hung up and there's a wait chain, which is when I'm also seeing download speeds as "undefined" and my time remaining as 194581481 hours...
So.... I go through the motions again....
Exit the app.
Kill the processes within resource monitor.
Wait 15 seconds.
Open the EA App as an administrator.
Click "resume download"....
Download speed jumps to 6mbps for about 15 seconds, and then drops back down to 'undefined'.
I did this over...and over.... and over.... until the patch finally downloaded.
You may be thinking I cracked the code? No. My game is now stuck in an "Applying Update..." state. Nothing I've done has changed it. I fear I need to clear the app cache and start the installation from the beginning.
What an absolute joke.
Alright I give up...
I'm uninstalling the game completely and reinstalling it through the EA App... Speeds are at 110 mbps.

I was afraid to do a full reinstall in case the low speed issue would remain but for the entire game download.
Following your example @SACOLOP , I uninstalled and am in the process of reinstalling through the EA App.
It is using my full speed (~3.5MB/s).

Update:
Download is finished and the game launched without issue.

Why is it I download the Patch at super slow speeds 3GB more or less then for the last patch and this one, It starts downloading another 35GB I mean WTF? What are you guys doing over there? This is absurd, 120 GB Originally, then 3GB then 35GB then 2GB then another 35GB?
I mean this just isn't a sustainable way to do things? What is in the 35GB overtime?
So we are looking at 120 + 3 + 35 + 3 + 35 = 196GB of download time wasted. This is a joke right? every time I start up the game I have to go through some 38GB Download? Get your act together EA and stop this madness!
