Stuck in rehab wing after Degan Greta

I finished the first fight against Degan Greta and I am now stuck because the bridge that takes you out of the tower and back to the outside is gone and there is no energy balls to restore the bridge, and they won’t respawn. Now I am stuck constantly trying to jump across so I can continue playing the game, and the fast travel is disabled. Can anyone help if not imma just have to restart the story.
