You don't have access

I have been through the help chat and they directed me to post on here. I have unlinked my steam accounts, signed in and signed out, uninstalled and reinstalled and I can't get the game to launch. Every time it's the same answer. It says " This title may have been downloaded to your device by another use who owns the game. Log in to a different account or restart the app to try again.
