SOLUTION: For anyone else coming across, I'll repost the steps that made me get it on PC (credit to u/Inigo_La_Scheep , who unfortunately only left it in a side comment):
- Launch the game from the EA app instead of steam
- Load journey instead of continue
- Go to meditate and then go into the skills tab
