To run ScanDisk and Disk Defragmenter in Windows 7/Vista/XP

Click the appropriate link given below depending on whether you would like to run ScanDisk or Disk Defragmenter.- C:\Program Files (x86)\Electronic Arts\BioWare\Star Wars - The Old Republic\ and then run the Fix Launcher
- Reload the game, and if you have the option, click the settings button and try to repair the game (on the launcher)
Alternatively, you can just do a clean reinstall. There's probably a better fix, but this is all I know to suggest. I'll try to see if there's a way to get Kipling's Attention before you do this.
For the hell of it I ran this suggestion.deleted the files as said, defragged my hardrives, and ran the fix launcher. nothing worked. so I guess I have no choice to reinstall the game from scratch.

my game finally patched a day after i made this post. I don't know what the issue was.

If this occurs on every patch and occurs again on the next patch , and memory tests come back good and same for a chkdsk on the file system then you are best doing the reverse listed in the link provided by @EA_Kipling
From your screenshot you are using non streaming already, and doing the reverse directions will convert your install to streaming which may actually behave better when patching for you.
