Another Cartel bug....unlock for all characters charged but didn't work

I click unlock ceremonial armor set that I already own to unlock for all characters. Which is 60 cartel coins. I took my cartel coins and did not unlock it. I tried to re log and it did not work.

I am on the jedi covenant server and i was on my character Amahlaa.

this is the date of purchase. it was around 12:50 am Est.

I tried re unlocking it by paying another 60 cartel coins. It will not unlock. It says I have purchased for 60 cartel coins but it does not charge me cartel coins.

is the cartel shop having errors making purchases?

it says unlocking which appear slightly above the Assault Harness

I tried another piece of gear to unlock on for all characters on the account.

It too has the same issue. it does not unlock it but the 1st time u will be charged. If you try again it will say it charges you but it does not.
