I just found out i have the same issue.

I bought the account unlock some time ago in a EU server, and started playing recently with some friends in a NA server, but i cant equip artifact items. I also checked my purchase log to be sure and i still have the unlock as bought.

Please EA look into this!!

Same purchase for me was on 10/2/15 yet shows after log in today "needs artifact unlock"
