I can see windows update failure listed , have you manually disabled updates ?
if not and updates is broken, open a command prompt as administrator and type
sfc /scannow
See if this corrects the ability to install windows updates.
You can selectively stop a particular driver update per this link for example

I've set my connection as metered to block updates. I'll try to work around it at some point but frankly too lazy, also due to the issues TOR has with newer versions of Windows 10 (Display driver resetting and random loading screens) I'd frankly just rather not mess with it.
is SWTORUnleashed still a thing?
Also, I believe my system is GPU bound (red FPS)

My driver for my GTX970 has been fine
Random load screens like you say can be from the driver resetting, can also be a power management issue
There has been a lot of issues with the recent driver for FPS in games in general see this link scroll through about fps diving , given this is a laptop, best to return to dell drivers initially to check driver rest isn't from generic drivers
Also dell released a BIOS update marked urgent yesterday .... Link to drivers
