Can not progress in To Find a Findsman and the arc of the Eternal Empire.

Recently, I have begun replaying SWTOR in the Eternal Empire story arc. However, I am stuck. In the quest To Find a Findsman, I need to report back to Oggurobb. I can't, as the phase he is in is locked. The quest mentions I can teleport to him, but that does not work either. My ship used to travel away from Odessen does not show up in the flattened field. As such I can not leave. Is there something I am missing, or am I bugged?
Just in case , travel to fleet then right mouse click on your character portrait and select "reset all active phases" see if that helps
there was a bug (not sure if fixed) that locked people out of odessen, only solution i know of was to be a subscriber and go to your mission terminal on your ship and pickup the next chapter of kotfe
