character is sluggish and delayed
since the new patch my fps goes from 60fps down to 2or3 just running my character freezes same thing with combat completely unplayable. was fine before 3.3.2 but since downloading it and playing cant do anything

Just to confirm there is no change between window mode , fullscreen (window) and fullscreen mode ?
Have you tried applying a compatibility mode of say Win 7 to the game shortcut ?
Try a BIOS reset back to defaults just in case
