Character Transfer

Hello, 

I had a free character transfer that I wanted to use but I don’t think the request was processed because my character is still in the same server. My free transfer is gone and now they are asking for 1000CC. I tried to call the support lines but they told me it was an in game issue and I must submit a ticket in game but this is only available to subscribers. What should I do and what could be my next steps?
