If this is the watcher conversations that are halting then it will need to be an ingame ticket to progress the convo , only other alternative I could think of to avoid this was to try another computer to get past the convos'
Will try and edit with a thread on this issue , but it should only apply if this is the watcher missions
Edit - this is one thread here goes back to 2012 what the cause is not sure but it is likely hardware related somehow.
Dxdiag per here would be good for referencing hardware correlation
A friend encountered a similar situation and I recommended him to space-1 through the conversation (quickly press space to skip and 1 to auto-select answers). It worked for him.
