Just a side thing , check for a BIOS update the CPU isn't being recognised by the system.
The game has a rather large 1 GB cache file , this file is called diskcachearena located at
C:\Program Files (x86)\Electronic Arts\BioWare\Star Wars-The Old Republic\swtor
with the game closed delete it and then run a defrag over the hardrive before launching again, it will auto recreate a fresh one
does this have any affect on this issue ?

I just deleted and defragged. I will check and let you know when the servers are back up.

I am also having the same issue and so far, nothing has helped this issue. It makes Flashpoints almost unplayable.

defrag did not work for me either.

Just to confirm a repair has been run ?
Non-Streaming launcher - Log into the launcher but don't click Play. Check for small letters "ST" in the bottom left corner.If this is NOT present, With the new launcher after login , select the username pulldown on the top right and select settings, then press repair.
Streaming launcher - If the letters "ST" is present, close the launcher, right mouse click on the game shortcut,select open file location and delete the BitRaider folder. Then start the launcher
