Crew member appearance authorization

Hello,

I just started playing SWTOR again and have Preffered status. I wanted to change my companion's appearance, but it doesn't work because  it "Requieres Crew Member Appearance Authorization". Few years ago, i bought this authorization account wide, but for some reason, it doesn't work now. All my older characters have this authorization and can change companion's appearance freely, so why i can't do that on new character? I'm playing on Darth Malgus with all my characters. I also noticed that this Authorization is no longer avaiable on Cartel Market or GTM, did something change or is it some kind of error?
