Crew Skill Reset After Unlock

Hello,

I've recently come back to the game and was looking at my previously leveled crew skills. I was told that I'd have to pick two to keep active while the third would be locked but otherwise untouched until I unlocked it. I chose my two but upon looking at a schematic I needed materials from the third that's locked. I had some Cartel Coins saved up so I purchased the account wide unlock, activated it from my inventory, and my third skill is now unlocked. However, all my skills were equally level 400 something before locking and then unlocking but now my third skill is reset to 1. Why did this happen and is there any way to restore it?
