I cannot uninstall this file here, I have uninstalled the game, and uninstalled the setup, but I cannot uninstall this file on my computer, and it says the file doesn't exist.
And then it gave me another message when I tried again.

the listing at 21.2mb is not a game install , ensure bitraider is uninstalled if you have it installed then retry removal of that entry, alternatively try using something like ccleaner to see if it can fix up registry errors.
No i used the trial version initially then used the free version myself
Try Press the [Windows] Key + [R] at the same time
Copy the following in to the text box and press ok
%localappdata%
scroll down and delete the swtor and swtor perf folder then see if ccleaner will remove it
Cant recommend much more, regedit as mentioned in this link maybe the easiest solution but just be sure of what you are removing
