It has just been pointed out on the swtor forums that the launcher can be sorted now (Link)
So to do this Windows 10 should have at least creators installed or the drop down doesnt exist.
Right Mouse click on the game shortcut and select properties then click on the compatability Tab
I would Set as Shown Below
The scaling for the launcher is something we cant affect it will need to be done by Bioware
where would I go to ask about this?

Can certainly flag with @EA_Kipling for passing back to the studio as 4K is becoming more common.

@adam_bomber2001 I use a 4K screen myself, and I'll admit I have to squint a bit to read the smaller text on the launcher. There's currently no built in feature to make it larger, other than the Windows Magnifier. I'll pass it on!
