means the game has never run on that system 

try under a clean boot https://support.microsoft.com/en-us/topic/how-to-perform-a-clean-boot-in-windows-da2f9573-6eec-00ad-2f8a-a97a1807f3dd

and if possible plug a different monitor and see if any change too initially 

also be sure to run the launcher as administrator

@proxos666 Ok, clean boot don't help. I check Device manager and it found a new version of video card drivers. Now sometimes appears 0x000007 error and in logs writes "ERROR Patcher logging failed (500).".

open a command prompt as administrator and run 

sfc /scannow

If that x7 error started after the video driver update use https://www.wagnardsoft.com/forums/viewtopic.php?f=5&t=3793

then use the latest driver at https://www.amd.com/en/support/graphics/radeon-500-series/radeon-rx-500-series/radeon-rx-550

@proxos666 I've reinstall driver and Visual C++ but the error has not gone.
