HK-55 not available after completing Arma Rasa Alliance Mission

Unable to get HK-55 as a companion AFTER doing Arma Rasa alliance mission.  Completed the mission, received the other rewards (the HK-55 skin and companion gift), but HK-55 is stuck in the "Contacts"...

I also completed the Z0-0M, Shroud of Memory alliance alert - no HK-55, still stuck in "Chapters" section and unable to summon.
