The second message sounds like there is a block on your account either a ban or suspension. I would call Customer Service as per here to see if they can resolve the issue over the phone. You can also email swtoraccountdisputes@bioware.com with your Display Name, Email on your account to see if they can resolve via there. It may take longer for a response which is why you can call to see if it's a quick fix over the phone but they also refer you to email.
