Reach out to support when the lines are open and find out what type of ban is involved and if they can lift it or is it a TOS violation in which case the TOS team are the only ones able to lift a TOS ban
2 swtor accounts cannot use the same email address, although if its gmail the you @ gmail.com is seen as a different email if then using you @ googlemail.com even though both go to the same mailbox
