Issues with Change in Plans mission.

Change in Plans

I'm having issues with the current mission called Change in Plans, in which I'm supposed to talk to Tobin Harlan in order to complete the mission. But when I'm unable to do so, I tried to reset the mission, but I found myself unable to do so with that, either. Can you please resolve these issues.
