Bitraider is using network bandwidth but the update is not progressing.
Launcher log says "INFO Streaming Required Progress: Overall Progress: 0.5" over and over again.
I already tried the launcher repair utility.

Any chance you are not running your Launcher as 'Admin'?
Could your Launcher possibly be getting stuck on the Windows Security settings built into your OS to help stop you from having things just update or install on their own without getting permission from Windows.

I am running it as admin.
I just found out that i'm having request timed out when pinging cdn-patch.swtor.com.
All pings to any cdn-patch.swtor.com will always time out , footprint servers block all pings
Try a repair as per here initially
