only swtor support on the phone maybe able to unlink the steam account if you can pass the account verification, but if you call and verify as the account owner they could put a new email on the original swtor account to regain access which then you can unlink steam yourself
EA support are unable to assist with unlinking steam from a swtor account so ignore that advice
