You are not the only one. Somehow I have this problem, too - and I notice others see the npc, but somehow I don't.

if the quest from Xorem is not taken but the player accepts the class quest for the stronghold, Xorem moves to the new quest hub near the stronghold
this is being looked into to remove the confusion

Apologies for the delay , new hub is next to broken walker on the other side of the river where the taxi point for the Seperatist Stronghold is
all present attempts to repro have failed , so trying to ascertain the cause of what people are or are not seeing.

and the first things to tick off are a game repair https://answers.ea.com/t5/STAR-WARS-The-Old-Republic/GUIDE-Client-Repair-Scan/m-p/6454174 and delete the games cache file diskcachearena when game is running
Edit - Previous advice from support that xorem moved location is incorrect , he remains in his location and does not move
