If you are talking about the free level 60 you get with a sub, this is not sent in game mail. You can just create a level 60 at character creation. If you have previously created your 60 and delete them BEFORE you hit 61 you can create another character - however after 61 if you delete the character the token is lost - CS can restore the character but theres a backlog of tickets so it may take time. If you purchase a 60 token from the Cartel Market - you get a token that you claim and right click to consume - this adds an additional character slot and free level 60 at character create in the same way and the same rules apply to character deletion.
