Try a repair initially per this link
I have tried the repair option but I am still getting the same problem.

@AbC7652a5260513 Is the issue happening only when you click the abilities with the mouse? Can you activate them with a hotkey?
Can you go in to Graphics Preferences and see if the same issue happens in Fullscreen/Windowed/Windowed Fullscreen mode?
Have you tried another mouse device?
